In the Massachusetts countryside, retired schoolteacher Eloise Parker falls victim to a phishing scam, losing over $2 million, most of which belongs to a charity she manages. Devastated, Eloise takes her own life. FBI agent Verona Parker, Eloise’s daughter, initially suspects Eloise’s tenant, beekeeper Adam Clay, but releases him when Eloise’s death is ruled a suicide. Verona reveals that the scammers are a target of the FBI but hard to track.

Clay seeks justice for Eloise and contacts the Beekeepers, a mysterious organization. They provide him with the address of the scammers’ call center, UDG, run by Mickey Garnett. Clay infiltrates and destroys UDG, leading to a confrontation with Garnett and a warning to Derek Danforth, the tech executive behind the scam.

Danforth, seeking protection, consults with Wallace Westwyld, former CIA head. Wallace contacts the CIA director, who informs the Beekeepers about Clay’s actions. A Beekeeper is sent to kill Clay, but he retaliates and warns the CIA not to interfere.

Verona and her partner investigate Clay’s actions, realizing he plans to target the Nine Points Center in Boston, managed by Danforth. Wallace coordinates a team to secure the building, but the FBI’s SWAT team is defeated by Clay. Verona learns that Derek Danforth controls both UDG and Nine Points, linked to government agencies.

With the threat to the president, the FBI gains full funding. Wallace hires mercenaries to protect Derek Danforth, who is staying with his mother, the president. Clay infiltrates the mansion, revealing Derek’s scam to Jessica. In a tense confrontation, Clay kills Derek, and despite having a chance to stop him, Verona lets Clay escape.
